This Public Offer Agreement (hereinafter referred to as the "Agreement") is the official offer of the public organization "U.S.A." (hereinafter referred to as the "Organization") and contains all the essential terms for accepting membership fees through the LiqPay system on the Organization's website.
1.1. This document is an open offer (Offer) of the Contractor to conclude a Membership Services Agreement with the public organization "U.S.A." (EDRPOU 45535692) (hereinafter referred to as the Agreement) under the terms set forth in this Offer.
1.2. According to Article 638 of the Civil Code of Ukraine, by accepting the terms outlined in the Offer and paying for the services, a physical or legal entity that accepts this Offer becomes a Payer (acceptance of the Offer is equivalent to concluding the Agreement on the terms stated in the Offer) of the prepress preparation services (hereinafter referred to as the Payer).

2.1. The subject of the agreement is the provision of membership services in the public organization "U.S.A." for a period of 1 (one) calendar year, with the possibility of membership renewal.
2.2. By accepting, the User agrees to the terms of the Agreement, the privacy policy, and confirms their unconditional consent to comply with them by accepting the terms.
3.1. The price for the services is determined by the Contractor independently and is indicated in the invoice.
3.2. A participant who has paid a membership fee receives the following services:
3.3. Services are provided on the basis of 100% prepayment.
3.4. Services are paid within 3 calendar days from the moment the invoice is received.
3.5. Payment for services is made by bank transfer to the Contractor’s current account indicated in the invoice.
3.6. The Payer accepts the Offer and concludes the Agreement by prepaying for the services or by submitting the first scientific or other texts.
3.7. If the project or assistance is not realized, the remaining funds are non-refundable and are considered a charitable donation to the Organization.
3.8. The Payer agrees to the redistribution/use of funds for other projects and purposes.
3.9. The Payer agrees that the paid amount is non-refundable.
4.1. The Offer becomes effective from the moment it is posted online at: https://scienceua.org/offer and remains valid until revoked by the Contractor.
4.2. The Agreement becomes effective upon the Payer’s acceptance of the Offer and is valid until the Parties fully fulfill their obligations under this Agreement.
4.3. The Agreement may be terminated early by mutual consent of the Parties.
4.4. The Offer is not irrevocable, and the editorial board has the right to refuse services to persons who do not agree with the terms of the Agreement.
5.1. By concluding this Agreement, the Parties grant each other the right and consent to the processing of their personal data indefinitely, in accordance with the Law of Ukraine "On the Protection of Personal Data". The use and dissemination of information that constitutes the personal data of the Parties is carried out exclusively within the scope necessary for ensuring the activities and/or protecting the interests of the Parties and the fulfillment of this Agreement.
6.1. In case of non-performance or improper performance of the terms of the Agreement, the Parties shall be liable in accordance with the current legislation of Ukraine.
6.2. All disputes and disagreements that may arise regarding the performance of the Agreement shall be resolved through negotiations between the Parties.
6.3. If the dispute cannot be resolved through negotiations, it shall be settled in court.

This Agreement is public and posted on the Organization's website. The payment of membership fees by the Participant through the LiqPay system confirms full and unconditional acceptance of the terms of this Agreement.
